Civil rights charges?

In July 2007, a 38-year-old American man was enjoying a day at the beach when he was assaulted by a Lake Tahoe couple. He suffered serious injuries, including a broken orbital bone from being repeatedly kicked in the head.

His attackers were convicted on misdemeanor charges and received sentences of six months and one year.

But now Georgia and Joseph Silva have been convicted on civil rights violations.

I don’t think this is anything new.  Wasn’t this also done during the sixties?  Somebody got off easy on charges and then was charged in federal court.  Don’t know if this is just a resurgence of hate crimes causing new attention.  We saw Piekarsky and Donchak charged in federal court and the officers involved charged for obstruction of justice.
